Users with level >= 2 can now upload files to their 'repository' from the top-center navigation menu. Repositories can be browsed from the available "jump" link through the user profile. Also, the list of users with entries in their repositories has been added to the top of the "downloads" page.

Ah yes, I forgot to mention. Another use of user repositories is for hosting images that can be linked into blogs, forum posts etc. via the img, imgleft and imgright pseudo tags (see the DHTML popup over the question mark next to textarea fields for the full list of tags).
