does pydbg has such API available?

Not PyDbg, but PIDA can. Check out my slides from my 2006 RECON talk: https://www.openrce.org/repositories/users/pedram/paimei-recon-2006.pdf I haven't been maintaining the software though I have moved it to Github and there are some active users there. I'd recommend checking out VDB / Vivisect from Invisigoth: http://visi.kenshoto.com

Some guys are working on it and there are a bunch of forks but the short answer is not really. That's why I recommend vtrace.
