As far As I know It is to trace fraudulent activities like identity theft. Some programs use Volume Serial number of the first partition as the seed to generate a unique key to assign license key , some others use something from BIOS.
Once I asked a company about a similar case, It told me that FBI uses these codes to trace credit card fraud reports.
Interesting that most of the responses there are from non-technical people with absolutely no clue about RE, BIOS, etc. :)
I enjoyed reading the delusional crap about Skype needing the BIOS code to better design their VoIP app. Do those people really believe that Skype is affected by the PC's BIOS in any dramatic way?! Either those people are clueless (but want to sound otherwise) or they're trying to confuse the issue (which seems pointless, so I vote for "clueless").
