Is this site legit?

If so it looks like the US gov is looking to give out some money for doing crackmes.  Worst case somebody is tring to collect e-mail addresses, best case looks like $4100.  Whats the catch?

To quote from the site "We expect that an intermediate hacker with Linux experience should be able to defeat the protections in less than 10 hours. Participants may earn up to $4100 USD."

They say it a US Corp, funded by the Gov, but not the Gov itself. Perhaps a think-tank or research grant of some kind. In any case I tested the water by using a throwaway address to submit an entry and so far no emails were received telling me what to do next even though the web site said it was sent. I can't believe that they are collecting addresses because there isn't enough "market" out there for spammers to worry about marketing re software tools. Perhaps their web site is just broken?
